I worked with Ellen on my J1 case, where DOS found me a subject to 2-year home residency restriction based on US government funding for my Ph.D. Four out of five 5-star rated J-1 attorneys I consulted with before told me that this case is extremely hard to resolve because of the government funding, and suggested me going straight to waiver (which is not likely to get in this case either), or to fulfill the requirement and go to my home country for two years.
